Puerto Rico's Water Rationing Is a Reminder: Clean Water Should Never Be Taken for Granted

Residents across parts of Puerto Rico are preparing for scheduled water outages after officials announced mandatory water rationing in response to worsening drought conditions and critically low reservoir levels. The measures, which begin this week, are expected to affect more than 180,000 residents in several municipalities, including portions of the San Juan metropolitan area. 

Under the current plan, affected communities will rotate through 48-hour periods without water service while officials work to preserve remaining water supplies. The Puerto Rico Aqueduct and Sewer Authority has also announced plans to deploy water trucks to critical facilities, including hospitals and long-term care centers, while encouraging residents to conserve water whenever service is available. As a precaution, residents have also been advised to boil tap water after service is restored.

The restrictions come after San Juan experienced its driest July on record, with drought conditions expanding across much of the island. Forecasts indicate continued above-average temperatures and below-normal rainfall through the coming months, raising concerns that the situation could persist if significant rainfall does not materialize.

Why This Matters

While Puerto Rico is currently facing the immediate impacts of drought, the situation serves as a reminder that access to clean water can be disrupted for many reasons. Extended dry conditions, infrastructure failures, severe storms, power outages, and other emergencies can all limit access to safe drinking water with little warning.

Water is one of the most critical resources during any emergency. Beyond drinking, it's needed to prepare meals, maintain personal hygiene, wash dishes, clean surfaces, take medications, and support countless everyday tasks that many of us rarely think twice about. When water service is interrupted—even for a day or two—those routine activities can quickly become more difficult.

The situation in Puerto Rico is also a reminder that clean water should never be taken for granted. While many people associate emergency preparedness with major disasters, temporary disruptions can happen for a variety of reasons. A prolonged drought, a broken water main, severe weather, infrastructure repairs, contamination concerns, or a widespread power outage can all affect the availability or safety of tap water. In many cases, these events are temporary, but having a plan in place can make them significantly easier to navigate.

That's why preparedness isn't about expecting the worst—it's about recognizing that essential resources aren't always guaranteed. Maintaining an emergency supply of drinking water, storing shelf-stable food, and having a dependable water filtration system can help provide greater flexibility if normal water service is interrupted or if a boil-water advisory is issued.
